Frame check

Signs the whole window, not just the glass, is done

Just posted to CFB Kingston or bought near Queen's, and the home inspection says the windows are near the end? That line is worth a second opinion from someone who can tell a failed frame from a failed thermal unit. These are the signs that point to the frame:

Soft or split frames

Wood that a screwdriver sinks into at the sill or bottom corners, or vinyl that has cracked at the welds.

Water inside the wall

Staining on the sill, plaster or drywall below the window after rain, even with the sash closed.

Several failures at once

Fogged units, worn hardware and drafts on the same windows, so each repair only buys a season.

No parts, no fit

The sash no longer fits its frame and no hardware can be found to make it open, close and lock safely.

Materials and styles

Frame materials and styles for Kingston homes

Most of what's installed in Kingston falls into four frame materials. Each suits some houses better than others:

Vinyl

The common choice for later suburban homes: low upkeep, widely available, many styles. See vinyl and hybrid windows.

Fibreglass

Holds its shape through hot-cold swings and takes paint; a good fit for large or dark-coloured frames.

Wood

Suits older houses and heritage settings, and needs paint. Wood-clad versions add exterior protection.

Hybrid

Wood inside with a clad or composite exterior: the look of wood with less upkeep outside.

Style usually follows the house. Casements and awnings crank open and seal tightly against their weatherstrip. Sliders and double-hungs are common in older suburbs and brick houses; our sliding and double-hung page covers both. In the stone-and-brick core, deep stone openings and old sills affect how a new frame sits and how the inside is finished, which the installer should explain before you sign.

Efficiency labels

ENERGY STAR in Canada: a single national bar, and no zones

From January 2020, ENERGY STAR certified windows in Canada have had to meet a single national performance threshold, set out in the NRCan technical specification. There are no longer climate zones for windows, so a quote that talks about a "zone" is using outdated language. Certification is the plain test: ask for the product's ENERGY STAR listing, and treat energy-saving promises that aren't tied to it with caution.

Triple glazing, coatings and gas fills go beyond that baseline. They can make glass feel warmer on a January night and reduce condensation, but they add weight and cost, so ask the installer where they earn their place in your house.

Permits and heritage

Permits: same-size swaps, new openings and heritage properties

The City of Kingston's building permit page lists replacing existing windows and doors of the same size, following property line regulations, among the jobs that don't need a building permit. Creating or altering an opening does, and so does work in a heritage district or on a heritage building. Rules change, so confirm with the City before work starts.

On a designated property, changing windows also needs a heritage permit, and the Barriefield, Market Square and Old Sydenham conservation districts have their own review: staff approve minor changes, larger ones go to committee and Council. The City's Window Renovations in Heritage Buildings Policy is available on request. Some listed properties across Ontario must be designated or removed from municipal lists before 2027, so check your house's status even if nobody has mentioned it. A call to Heritage Planning costs nothing and saves ordering the wrong window.

Comparing quotes

What to compare on installer quotes

Quotes vary with the house as much as the window. Make sure each one covers:

  • Number and size of openings, and any bays, bows or shapes
  • Frame material and style, and whether it's retrofit or full-frame
  • Glass package: double or triple, coatings, gas fill, tempering
  • Interior finishing: trim, plaster or drywall returns, deep stone openings
  • Sill condition, especially stone sills that need repair or new caps
  • Access, disposal of old windows, and HST

Ask each installer to itemise the same things, and to put the installation warranty in writing alongside the product warranty.

Rebates

Rebates in 2026: the Ontario program and Better Homes Kingston

Ontario's Home Renovation Savings Program offers a rebate for each rough opening fitted with an ENERGY STAR certified window or door. Windows generally sit in the pathway that requires a home energy assessment and more than one upgrade, so book the assessment before the installer orders anything. A glass-only thermal unit swap isn't eligible.

The City's Better Homes Kingston program, which offered property-tax financing and, for Utilities Kingston gas customers, a window rebate, is not accepting applications. Watch for a relaunch, and check both pages before relying on either.

Your rights

Contracts signed at home: your Ontario rights

Ontario's door-to-door restrictions cover furnaces, water heaters and similar equipment, not windows, so in-home window sales are legal. The protection that matters is the cooling-off period: under the Consumer Protection Act you can generally cancel a contract signed at home within ten days of receiving your written copy, without giving a reason. The Government of Ontario's page sets out the details. The Act also limits how far a final bill can exceed a written estimate unless you agree to the change, which is one more reason to get estimates in writing.
